Management for Storage Tank Systems

The Storage Tank System (STS) division of the Alberta Safety Codes Authority (ASCA) provides the following services for municipalities in Alberta that do not provide their own storage tank services, in accordance with the Safety Codes Act and applicable codes and standards:

Search for Storage Tanks

  • Conduct historical record searches for tanks located at a specific property.
  • $20 per location.

Spill Reporting

When a loss of flammable liquid or combustible liquid occurs from a spill, leak, or as indicated by any of the leak detection measures in Section 4.4., the owner shall ensure that:  

  • appropriate action is taken as required in Sentences 4.1.6.3.(2) and (3), and Sentence 4.4.1.3.(1), and
  • if the quantity of liquid spilled or leaked exceeds 50 L in aggregate or is sufficient to cause a sheen on nearby surface water, 
    • the fire department shall be notified immediately, and 
    • the authority having jurisdiction shall be notified in writing within 24 h.

Important new code information

A-2.2.3.1.(2)(c) PTMAA certification will no longer be recognized after December 31, 2025. Anyone who has certification through the PTMAA will need to gain their certification through the C.P.C.A. or TSSA before December 31, 2025.

General

1) No person shall use or fill a storage tank unless they verify with the authority having jurisdiction that the tank meets the appropriate requirements of that jurisdiction.              

2) No person shall install, remove or abandon a storage tank or storage tank system before contacting the authority having jurisdiction for accredited areas or the ASCA for unaccredited areas to ensure the NFC(AE) and any permit requirements are met.

3) Owners of storage tanks or storage tank systems shall contact the local authority having jurisdiction or the ASCA for the enrolment process regarding the inventory control requirements for maintaining the certification of the storage tank or storage tank system for that area.

System removal permit: $225
Storage Tank Search: $20 per address
Annual operating permit: $69 / tank
1. Safety Codes Council levy applies to the Tank / piping installation and Tank / piping replacement of $12 / permit.
2. Safety Codes Council levy applies to the annual operating permit of $6 / tank.
3. Additional fees may be charged for non-compliance to permit terms.

Flammable and combustible liquid fuel tanks can be found across Alberta; at your local gas station, hospital, or mechanic’s shop. These tanks store a variety of chemicals, can be installed above-ground or underground, in all geographical areas and come in various shapes and sizes.

The Alberta Safety Codes Authority’s (ASCA) Storage Tank Systems Management is a division of the Safety Codes Council. One of ASCA’s duties is to oversee storage tank system compliance in unaccredited areas of the province. This compliance is verified through permitting and inspection, in accordance to nationally and provincially adopted safety codes.
